Deputy Executive - Whatcom County
Whatcom County seeks an experienced, proven leader to serve as Deputy Executive, providing strategic leadership for the organization in support of the County Executive. This leader will direct the administration of assigned departments, with a focus on process improvement in internal and core services. The Executive's Offices has two Deputy Executive, with the peer position serving actively in the role since 2024. Initial focus areas will combine administrative, programmatic and strategic policy efforts but specific assignment will depend on the candidates’ strengths and complementary experience to their peer Deputy Executive.
Essential Duties:
Provides high-level leadership for the county's operations, ensuring efficient systems, cost-effective programs, and timely customer service.
Collaborates with departments and external agencies to meet county objectives.
Assist the County Executive with planning, budgeting, and policy development.
Represent the County Executive at public meetings, with the media, and across governmental and community organizations.
Leads in developing and managing budgets, financial planning, and long-term strategic goals.

Qualifications:
Bachelor’s Degree in Public Administration or a related field;
6 years progressively responsible experience in government administration at the executive or senior leadership level;
3 years of supervisory/management experience;
Master’s in public or business administration preferred.
The ideal candidate should possess a dynamic blend of leadership, strategic thinking, and hands-on experience in local government administration. Must have strong knowledge of local politics and the ability to navigate and collaborate within the political landscape as well as the ability to adapt to changing circumstances and maintain composure under pressure. Must have an overarching dedication and commitment to public service and desire to improve the quality of life for County residents.

Whatcom County is one of the few Home Rule charter counties in Washington, allowing for a more representative democracy on the local level. Whatcom County has a seven-member elected, nonpartisan County Council responsible for enacting ordinances and adopting the budget. The County Executive manages the day-to-day functions of the administrative departments with the support of two Deputy Executives.
