About this position: The City of Portland, Bureau of Environmental Services (BES) is seeking a Manager II to lead the Priority Area Planning Division, a multidisciplinary team of planners, engineers, landscape architects and technical specialists created to plan integrated solutions that address infrastructure system risk, protect watershed health, and serve our community. The division’s work focuses on optimizing opportunities for shared solutions across systems and assets, including sanitary/combined collection and conveyance assets, stormwater facilities, natural systems, pump stations, treatment plants, and non-process facilities.
This division is part of the Integrated Planning Group, which serves as the Bureau’s planning core, collaborating across disciplines to find and advance solutions that fulfill BES’ strategic goals. The Group applies asset management principles and practices to assess risks to services provided by the Bureau and develops integrated solutions to mitigate risk and optimize opportunities and community benefits. Integrated solutions may include a combination of capital projects, operations and maintenance strategies, policy changes, and programmatic service delivery elements.
The Priority Area Planning Division is within the Integrated Planning Group, one of the eight major work groups in the Bureau of Environmental Services. The Priority Area Planning Division Manager has administrative, financial, and management responsibility for division activities and personnel. The Priority Area Planning Division Manager oversees the management of two distinct teams, with at least one more anticipated, and includes leading the Bureau’s resiliency efforts.

Applicants must specifically address and demonstrate in their cover letter and résumé how their education, training and/or experience, meets each of the following minimum qualifications: - Experience managing a multicultural workforce, promoting an equitable workplace environment, and applying equitable program practices to diverse and complex services.
- Experience managing a program or work group and supervising the activities of subordinate staff including demonstrated ability to plan, schedule, direct, and coordinate the activities of various work teams to complete program implementation work.
- Experience establishing and maintaining effective working relationships with internal and external stakeholders such as managers, staff, representatives of other bureaus, public officials, government agencies, business and industry groups, community organizations, and others encountered in the course of work.
- Experience managing sanitary and stormwater infrastructure and natural asset planning processes and activities, including an understanding of current practices, regulations, and the social, political, and environmental issues influencing program/project development and implementation.
- Experience in public administration and service provisioning, including asset management, budgeting, financial planning, contracting, human resources, and the maintenance of public records.
- Experience communicating complex technical matters to non-technical individuals, including making presentations to diverse stakeholders, interacting and communicating effectively, engaging in problem solving and team building, conducting negotiations, and facilitating and maintaining partnerships.
