Asset Management Program Manager (Analyst IV)

The City of Portland Bureau of Environmental Services (BES) is seeking an Asset Management Program Manager (Analyst IV) to design, develop, guide and manage the bureau-wide implementation of a strategic asset management program for its wastewater, stormwater and natural infrastructure assets. This is a new position, with direct supervision of a new asset management team, and was identified as a critical component of BES’ Strategic Plan to provide a consistent framework for prioritizing its operational and capital investments and ensuring alignment with its vision and strategic goals. The small strategic Asset Management Team works with asset management practitioners across the bureau. It is located within the Strategy Group, one of the bureau’s eight major work groups.
BES is a leader in in asset management practices and implementation. This is an exciting opportunity to customize asset management practices for an agency with over $17.6 Billion in physical assets including built and natural assets we rely on to deliver conveyance, water quality and habitat-related services in our sanitary & stormwater bureau. Applicants should specifically address and demonstrate in their cover letter and résumé how their education, training, and/or experience meet each of the following minimum qualifications: - Ability to supervise a multicultural workforce, promote an equitable workplace environment, and apply equitable practices to diverse and complex City services.
- Knowledge of the principles, tools, and techniques of project/program development, planning and management, especially as related to developing, planning and managing a strategic asset management plan.
- Knowledge of the principles of public administration, municipal budget development, public agency financial management and reporting, and administrative, organizational, procedural, and financial analysis.
- Ability to analyze and identify complex administrative, operational, economic, financial, budgetary, and organizational issues; evaluate alternative, provide sound, logical, fact-based conclusions and recommendations, especially as related to the management of infrastructure assets.
- Ability to work under limited supervision, independently determine methodologies, assumptions and data parameters to develop and adjust analytical models; determine report formatting; determine methods for resolving issues; especially as related to the field of asset management.
