Housed within the City Manager's Office, the Office of Economic Development (OED) leads implementation of San Jose’s Economic Strategy by working with other City departments, private businesses, and community partners. OED has four integrated divisions: Business and Economic Development, focused on job creation, business attraction, expansion and retention; Business Operations, focused on revenue generation, management of city owned property assets and the management of property where the City is landlord or tenant, and responsible for the administrative functions of the Department. Cultural Affairs, responsible for cultural development in San Jose; and work2future, the federally funded workforce development program serving Silicon Valley. OED's mission is to enable job creation, catalyze private investment, encourage revenue growth, and promote economic opportunity and talent attraction.
OED’s Business Development Team is the primary contact for the City’s business constituency. Annually, the eleven member team interacts with over 350 of Silicon Valley’s most dynamic and innovative companies, helping them succeed and grow in the area. In addition to proactive outreach with business, the team is responsible for management of the City’s Economic Strategy, business support programs, foreign direct investment strategy, business communications and marketing, and downtown development, as well as providing leadership and support across the City’s Community and Economic Development Service Area.
Positions & Duties
The Senior Executive Analyst will serve as Retail Development Officer (RDO) within OED’s Business Development Team and will focus on attracting retailers and implementing the Citywide, North San Jose, and Downtown retail strategies to include targeted research and marketing of San Jose submarkets and prime opportunity sites, facilitating leasing of available retail spaces, outreach to a broad range of developers regarding new and existing retail locations, and ensuring sufficient design of new retail spaces.
Among other duties, the Retail Development Officer will:
Actively promote the San José retail market to existing and new retailers.
Engage regularly with commercial retail brokers active in various submarkets throughout the City to match potential retailers with available spaces.
Work with developers, property owners, and major retail organizations to encourage the creation of spaces that support new retail users.
Source, research, and propose policy and ordinance changes that facilitate new investment in retail businesses throughout the City.
Provide support and services that help businesses navigate city processes and provide opportunities to enhance retail projects.
Prioritize and implement the recommendations provided in the City’s three completed retail strategies.
Attend industry events and conferences representing the City of San Jose.
The RDO position involves proactive outreach to local, regional, and national retailers as well as commercial brokers and developers, development, and promotion of industry opportunities in various City submarkets, and response to leads and inquiries. The workload requires a variety of meetings, calls and e-mails with company representatives to provide overall context and information . The RDO will also act as a conduit to partner and industry organizations. The RDO will represent and promote San Jose’s advantages and City services to assist businesses in locating or expanding in the City.
The RDO will be required to work collaboratively with commercial real estate brokers and developers, local, regional and national retailers and entrepreneurs, existing team members, senior City staff, and elected officials, and may be asked to represent the City of San Jose at industry-related events. The position also supports the broader work of the Business Development Team including:
Providing connections and information to stakeholders on local, state, and federal programs and policy development that support retail growth in the City of San Jose.
Development of high value partnerships with industry professionals, stakeholders and organizations.
Development and dissemination of business communications and collateral.
Implementation of the Citywide, North San Jose, and Downtown retail strategies, supporting San Jose’s General Plan, Envision 2040.
Long range strategic policy design and implementation.
This position reports to the Assistant to the City Manager/Downtown Manager in the Office of Economic Development and is currently funded through June 30, 2021.
Education: Bachelor’s Degree in Business, Economic Development, Marketing, or a related field, and 4 years experience in retail recruitment, business development, economic development, communications or related fields is desirable. A Master's Degree in public administration, business administration or related field is preferred, and can be substituted for a portion of the required experience.

Knowledge of real estate development is desirable.
Education: Bachelor's Degree from an accredited college or university and four (4) years of professional level analytic experience and/or administrative experience. A Master's Degree in public administration, business administration or related field is preferred, and can be substituted for a portion of the required experience.
Possession of a valid California Driver's license is required.
