								<description>Greensboro, North Carolina,  About the Position The City of Greensboro is seeking a City Manager to lead the City&#8217;s complex organization, its 21 departments, and 3,500 employees. Embracing the four core values of honesty, integrity, stewardship, and respect, the City Manager will collaborate with the Mayor, City Council, and staff to ensure that goals are developed and pursued to positively impact quality of life for the nearly 300,000 residents of Greensboro. The City Manager will be responsible for implementing the policy direction set by the Mayor and City Council and ensure that day-to-day operations run effectively and efficiently. The City Manager is also responsible for leading the development and management of the overall annual budget, ensuring that the City is a good steward of taxpayer dollars. &#xa0; The City Manager will directly lead six direct reports, including four assistant city managers, the Greensboro Coliseum director, and the City Clerk. Primary Roles and Responsibilities STRATEGIC PLANNING AND VISIONING 
 
 Collaborate with the Mayor and City Council in the strategic planning process to develop both long and short-term strategic plans, establishing a consistent process for re-evaluating the needs of the City. Develop work plans with specific goals, metrics, and deliverables for City departments to ensure the priorities outlined in the strategic plan are met or exceeded.&#xa0; 
 Fosters and maintains an effective, collaborative, and transparent working relationship with the Mayor and City Council. The City Manager engages the governing body collectively and individually in communicating the key challenges, opportunities, and trends affecting the City and facilitates consensus among City Council members on key issues.&#xa0;

 Provides leadership in cultivating, fostering, and sustaining a values-driven, customer-focused organizational culture that attracts, develops, retains, and engages a diverse staff. Fosters a culture of trust and empowerment, optimizing the use of the City&#8217;s talent across the organization. &#xa0; 
 Serves as a steward of the City&#8217;s core values, principles, and mission while leading the assistant city managers, inspiring, and empowering them in their roles. Cultivates cross-division collaboration and a culture of integrity, respect, teamwork, innovation, and results.&#xa0; 
 
 FINANCIAL AND OPERATIONS MANAGEMENT 
 
 Manages the annual budgeting process to include preparing and submitting an annual balanced operating budget, a capital budget, and a capital program to the Mayor and City Council for its consideration and adoption. Establishes policies and procedures for City departments to ensure fiscally responsible budget management across the enterprise.&#xa0; 
 Oversees all departments and ensures goals and objectives outlined for each are achieved. Provides leadership to develop a high performing, accountable, and customer service oriented environment.&#xa0; 
 
 COMMUNITY AND EXTERNAL ENGAGEMENT 
 
 Engages residents, taxpayers, businesses, and others having an interest or potential interest in affairs of City concern. Ensures that community groups from all parts of the city are included in outreach efforts. &#xa0; 
 Advances the City&#8217;s mission and goals by actively seeking and developing relationships with community leaders, industry partners, business and corporate leaders, legislators, and governmental and non-governmental agencies to create awareness of the City&#8217;s needs, develop collaborative solutions, and capitalize on opportunities to advocate for Greensboro. 
 
 This job is Exempt and is not subject to the overtime provisions of the Fair Labor Standards Act. &#xa0; Compensation and Benefits 
 The salary for this position ranges from $164,637 to $274,394. Beginning salary will be commensurate with experience. Benefits include, but are not limited to, participation in the North Carolina Retirement System, vacation and sick leave, medical, dental and vision insurance, tuition reimbursement, professional dues and conference expenses.  **Residency requirement to live within the Greensboro city limits or move within these boundaries within twelve (12) months of appointment to the position** 
 Qualifications, Skills, and Abilities 
 
 Bachelor&#8217;s degree from an accredited college or university is required for consideration. A Master of Public Administration, Master of Business Administration, or a Master&#8217;s degree in a related field is preferred. 
 Seven or more years of progressively responsible public or private sector leadership experience is required to include a minimum of two years overseeing a team of 200 or more employees; leadership experience in a municipal or local government environment at the City Manager, Deputy City Manager, or Assistant City Manager level is highly preferred for consideration. &#xa0; 
 ICMA-CM designation is preferred. 
 Excellent communication skills to include oral and written communication as well as the ability to speak publicly is required. 
 Experience overseeing large, complex budgets to include budget development and budget realignment is required. 
 Understanding of economic development best practices and experience building public private partnerships is important for consideration. 
 Ability to establish positive intergovernmental relationships and collaborations. 
 
 The Ideal Candidate 
 The ideal candidate will be a solutions-focused leader with prior experience leading a large organization, preferably in a municipal government environment. Additionally, the new City Manager will be results oriented and will set clear expectations for staff as they create a culture of accountability and excellence in service delivery. They will establish and utilize metrics to monitor performance and modify activities to ensure a high level of efficiency and customer service. An excellent communicator, the ideal candidate will confidently and persuasively engage with staff, community leaders, and the Mayor and City Council with authenticity and transparency and will have the emotional intelligence needed to build trusting relationships. The ideal candidate will also encourage creative thinking and problem solving amongst staff, embracing and promoting an innovative, entrepreneurial culture throughout the organization. 
 The new City Manager will be an inclusive leader who appreciates diversity and supports the City&#8217;s work to overcome racial divisions. They will value diversity of experiences and thought in decision making and strategic planning activities. The City Manager will be deliberate in encouraging open and transparent communication with a variety of stakeholders across the City, providing opportunities to listen and to seek input from residents. Supporting economic development and job creation activities in all parts of the city will also be a priority for the new City Manager.&#xa0;
