Paducah, Kentucky, Paducah, KY (pop. 24,850) - The City of Paducah is seeking an experienced and results-oriented City Manager to lead its talented management team in this fast paced and forward leaning western Kentucky community.
Paducah is picturesque city located at the confluence of the Tennessee and Ohio Rivers. The community serves as a regional center for commerce, culture, healthcare, transportation, and education to a large region encompassing portions of four states including Kentucky, Missouri, Illinois, and Tennessee. Consequently, its daytime population swells to more than triple its stated population.
Founded in 1827 by William Clark of Lewis & Clark fame, Paducah’s origins and prosperity can be attributed to its strategic river location. Paducah's fascinating history is reflected and preserved in its impressive architecture, engaging attractions, and diverse neighborhoods and commercial districts.
Paducah’s local economy is underpinned by three primary sectors…healthcare, transportation, and education. These three sectors account for nine of the community’s top 10 employers. As a regional commercial center, Paducah also features a large and robust retail sector.
Education is another hallmark of Paducah. The community offers outstanding choices, both private and public, for Pre-K through High School. The options for Post-Secondary education are also impressive and the area in which these higher ed institutions are located has been labeled the “Education Corridor”. Those institutions include the Paducah campus of Murray State University, the University of Kentucky College of Engineering (Paducah campus), and the West Kentucky Community and Technical College. Collectively, these schools offer a range of programs designed to meet literally anyone’s educational objectives.
Few communities of similar size in the country can match the recreational, cultural, and leisure time amenities that can be found in Paducah. The amazing volume of museums, libraries, fine art venues, historical sites, and annual festivals in Paducah are far too numerous to list. The City also boasts 25 public parks with facilities to accommodate nearly any sport or recreational interest one can imagine. And then there are the rivers and lakes! There are few places on earth that can provide outdoor experiences that rival Paducah and the lakes area close by. Enthusiasts of fishing, boating, camping, hiking, and/or hunting will find Kentucky Lake, Lake Barkley, and the Land Between the Lakes, all of which are just minutes from Paducah, as the closest places to heaven on earth.
The City of Paducah is governed by a 5-member Board of Commissioners which consists of four Commissioners and the Mayor, all of which are elected at-large on a non-partisan basis. The City operates under the City Manager form of government as is defined by Kentucky state statute. The City Manager is appointed by the Commission and oversees all day-to-day municipal operations including the administration of an $80 million annual budget. The municipal workforce consists of 330 full-time employees each of which are assigned to one of eleven operating departments which collectively provide an impressive array of municipal services.
The City of Paducah is seeking candidates to replace its current City Manager who has decided to pursue an opportunity in the private sector. His decision to leave was purely voluntary and his resignation was accepted by the Board of Commissioners with a collective heavy heart. The current City Manager has pledged to assist his replacement during the transition if requested. The Commission is hoping to attract candidates to the position with at least seven (7) years of increasingly responsible managerial experience in local government. A post-graduate degree in public administration or some other related field of study is preferred but not required. The ideal candidate will have experience as a City Manager.
In the new City Manager, the Commissioners are looking for the following:

An exceptional leader with a team-oriented management style.
An approachable and personable relationship builder who intends to play an active role in the community beyond what is required by his or her municipal duties.
A results-oriented professional who is motivated by community success and organizational achievement.
A professional who embraces diversity and is committed to creating a municipal work force which mirrors the diversity of the community.
A manager with a thorough working knowledge of all aspects of municipal government operations with a special emphasis on financial management & budgeting, economic development, and human resource management.
An outstanding communicator who can effectively convey complex information to a variety of audiences in a clear, concise, and persuasive manner.

The starting salary range for the position is $155,000 to $170,000 DOQ/E. The City also offers a wide array of outstanding fringe benefits. Residency within the city limits is required within six (6) months of the start date.
