 The  City of Crest Hill  (Pop. 20,837) is a strategically located community of strong neighborhoods, bustling commercial districts and beautiful open space in Will County that was incorporated in 1960 to preserve its small-town character. The City is located about 40 miles southwest of Chicago and is bordered by Romeoville to the north and Joliet to the south, with close access to I-55, I-80 and I-355.&#xa0; Crest Hill is home to Carillon Lakes, a highly desirable senior living community with 1,100 homes; Stateville Prison; and two active TIF Districts, with developable land in the Weber Road TIF District, and a third district in process. Year-round recreational opportunities are provided by the Lockport Park District. Residents can enjoy an 18-hole golf course, recreational programming, a community center, pool and numerous playgrounds spread throughout the community. Residents and visitors alike flock to Siegel&#8217;s Cottonwood Farm, which hosts an annual Pumpkin Patch, Corn Maze and other seasonal activities.&#xa0;&#xa0;&#xa0; Crest Hill is a full-service community with a  $44.6 million total budget  (including a $10.3 million General Fund), a &#8216;AA&#8217; bond rating, low bonded debt and healthy reserves.&#xa0; A professional City Administrator oversees a staff of 64 full-time employees in the departments of Building, Community Development, Police, Public Works &#38; Streets, Water &#38; Wastewater, and Treasurer and Finance.&#xa0; Fire and emergency medical services are provided by two outside Fire Protection Districts.&#xa0; Two groups of employees in the Police and Public Works Departments are currently unionized.&#xa0; The City is currently constructing a new government complex, which will encompass a city hall (including the Finance Director&#8217;s office), council chambers/community center, police department, police/military memorial garden, library, indoor and outdoor recreation areas, and walking and bike trails.&#xa0; About the Position&#xa0;&#xa0;&#xa0;  
 Reporting to the City Administrator and also taking direction from the City Treasurer, the Director is responsible for planning, organizing, and directing the activities of the Finance Department and oversight of all financial matters including general accounting and reporting, payroll, treasury management, utility billing, and information systems.&#xa0; Other responsibilities include oversight of the City&#8217;s property tax rebate program and Capital Replacement Program and participation in the negotiation of collective bargaining agreements.&#xa0; The position supervises the Utility Billing Supervisor and provides direction to the Accounts Disbursement Clerks (one Accounts Payable and one Payroll). Position Requirements 
 The City is seeking an experienced and collaborative Director to lead the Finance Department.&#xa0; The successful candidate will have: 
 
 Strong organizational leadership and excellent financial management and personnel skills. 
 Bachelor&#8217;s degree in business, finance, accounting or related field. 
 Master&#8217;s degree in business, finance, accounting or related field and/or a CPA desired. 
 A minimum of five years progressively responsible experience in municipal finance or closely related field. 
 Knowledge of rules and regulations governing municipal financial management in Illinois, including generally accepted accounting principles (GAAP). 
 Municipal budget experience preferred. 
 
 Compensation and Benefits&#xa0;&#xa0;&#xa0;&#xa0;  
 The anticipated starting salary range is $105,000 - $138,000 DOQ.&#xa0; A comprehensive benefits package includes participation in the Illinois Municipal Retirement Fund (IMRF), health insurance including medical, dental, and vision coverage (also available to dependents), and life insurance. The Director is appointed by the City Administrator and is a valued member of the management team providing highly responsible support to the leadership team. The next Director of Public Works will plan, direct, manage and oversee the activities and operations of a well-resourced, full-service Department. The Department has a $26M budget and approximately $4M annual CIP budget; it is the largest cost center within the organization. The Department is divided into four divisions including:&#xa0; Street Division (Superintendent and 14 employees); Utilities Division which includes water distribution and sanitary collection (Superintendent and 13 employees) and Water Treatment Division (Superintendent and 6 employees); Facilities Division (Superintendent and 3 employees); and Administration which includes an Assistant Director and clerical support.&#xa0; The Director also serves as the primary supervisor for the shared West Chicago/Winfield Wastewater Treatment Plant (operated by outside consultant).&#xa0; The City has a long-standing contractual arrangement for engineering support with Thomas Engineering, which extends through 2027. 
 
 The new Director will have a collaborative, team-oriented leadership style with knowledge of and experience in up-to-date public works best practices. 
 Strong multi-tasking skills with an ability to troubleshoot issues and develop long-term operating strategies. 
 Incorporate new technology and fresh approaches to service delivery in a deliberative manner, navigating complex issues and leveraging opportunities, while maintaining a high level of customer service. 
 Concise communication, strong interpersonal skills and demonstrated cultural competency are key success factors. 
 Candidates must have a Bachelor&#8217;s Degree in civil or environmental engineering, public or business administration or closely related field along with 7 years of progressively responsible management of a public works department including at least 4 years of supervisory experience.&#xa0; A Professional Engineering license in the State of Illinois is preferred.
