 Supervise professional and technical staff engaged in long-range and current City planning activities including plan and zoning code maintenance, review of proposed developments, and processing permits. 
 Select staff; plan and organize work; develop and establish work methods and standards; conduct or direct staff training and development; review and evaluate employee performance; and execute disciplinary action. 
 Supervise preparation of the agenda for the City Planning Commission, and compilation of required reports and documents; attend meetings of the Planning Commission; make presentations and respond to questions as required; serve as staff to the Planning Committee. 
 Develop and review staff reports related to planning, redevelopment and economic development; present reports to a variety of commissions, committees, boards and the City Council. 
 Administer, interpret and enforce the provisions of the General Plan and Zoning Development Code, Subdivision Ordinance and other municipal regulations as related to planning matters. 
 Review and analyze development plans for compliance with the general plan, zoning and development code and City regulations and policies; direct the review of use permits, subdivisions, rezoning requests, variances, and other land use entitlements. 
 Recommend revisions and amendments related to the General Plan and Zoning and Development Code; prepare and present reports; advise the City Council and Planning Commission on development matters. 
 Provide complex technical and administrative support to the Deputy City Manager and City Council on community development related matters; direct special projects and research assigned. 
 Provide information to the public regarding zoning, land use and the general plan. 
 Participate on a variety of boards and commissions; attend and participate in professional groups and committees; meet with and advise individual property owners and community groups on community development matters. 
 Confer with engineers, developers, architects, a variety of agencies and the general public in acquiring information and coordinating development related matters. 
 Function as a strategic thinker and advisor to the senior management team. 
 Develop initiatives, policies and programs to complement existing practices and create consistency across the organization. 
 Responsible for leading the vision, strategy, development, and execution of the effectiveness and efficiency of the program that is aimed at advancing City&#39;s mission &#38; values and enhancing business results. 
 Respond to and resolve difficult and sensitive citizen inquiries and complaints. 
 Perform any other tasks or functions deemed necessary to the daily operations of the employer. 
 EXPERIENCE &#38; TRAINING: Eight (8) years &#xa0;of increasingly responsible experience in planning or related field, including four years of administrative and supervisory responsibility.&#xa0; EDUCATION:&#xa0; A Bachelor&#8217;s degree from an accredited college or university with major coursework in planning, public or business administration or a closely related field, and a certification by the American Institute of Certified Planners.&#xa0; A Master&#8217;s Degree from an accredited college or university is preferred.

The incumbent will be responsible for the management of Berkeley Tuolumne Camp (BTC), located near Yosemite National Park in California. This position will entail working in the Recreation Division office in Berkeley from approximately November through April and living on site (where meals &#38; lodging are provided in full) at BTC from approximately May through October.&#xa0; The incumbent will be responsible for the year-round management of BTC including facility operations; program management; staff recruitment, selection, training, and supervision; full-service commercial kitchen and dining hall operations; program administration, cash handling and record keeping; and customer service. 
 About Berkeley Tuolumne Camp Just minutes from the incredible Yosemite National Park, Berkeley Tuolumne Camp provides a unique outdoor environment to offer Family Camp, Youth Resident Camp, Counselor-In-Training programs, Adult Camps, Teen Retreats, and private group rentals. Recreation programming includes special events, sports, games, camp activities, theme days, arts &#38; crafts, music, adult socials, swimming, canoeing, archery, environmental education, and child-care. 
 Berkeley Tuolumne Camp, in operation since 1922, has been a highly regarded summer tradition for generations of campers. More than 4,000 individuals annually enjoyed fun-filled activities and heartfelt traditions at BTC until the camp burned down in 2013. For the past eight years, dedicated staff and campers have kept the heart of BTC alive by bringing a joyful camp community to Berkeley&#8217;s Echo Lake Camp. &#xa0; Fast-forward to July 2021 and construction on Berkeley Tuolumne camp is well under way. It is expected to be complete in May 2022, the 100 th  anniversary of the BTC. 
 The Berkeley Tuolumne Camp Manager will have an amazing opportunity to manage a spectacular new facility, while nurturing valued camp traditions and inviting campers to help create a camp community with new traditions with an intentional focus on diversity, equity and inclusion. 
 
 
 
 
 
 
 
 REQUIRED QUALIFICATIONS: 
 
 
 
 
 Equivalent to graduation from a college or university with major course work in recreation, physical education, business or public administration or a closely related field; and either: 
 I.&#xa0;Four (4) years of progressively responsible experience in recreation or camp programs, which has included at least two (2) years at a supervisory level. Additional recreation or camp experience may be substituted on a year-for-year basis for up to two (2) years of the education requirement. 
 OR 
 II.&#xa0;One year experience (or equivalent summer sessions) in a residence recreational summer camp at a level equivalent to the City&#39;s Camp Staff Supervisor. 
 OTHER REQUIREMENTS Must be able to travel to various locations within the City of Berkeley and to the camps to meet the program needs and to fulfill the job responsibilities. When driving on City business, the incumbent is required to maintain a valid California driver&#39;s license as well as a satisfactory driving record. 
 CPR and first aid certification required at start of the summer season. Ability to get class 1 or 2 water treatment and sewage treatment certifications may be required. 
 California Public Resources Code Section 5164 prohibits the hiring of a person for employment at a park or recreational facility in a position having supervisory or disciplinary authority over any minor if the person has been convicted of certain criminal offenses. California Education Code Section 10911.5 requires that all public recreation program employers must fingerprint all persons having direct contact with a minor. The City does not hire persons who have been convicted of felony drug, sexual assault or physical assault crimes.
