The Bureau of Environmental Services is a mission-driven, high-performance organization that manages Portland's wastewater and stormwater infrastructure to protect public health and preserving and restoring the health of Portland’s watersheds.
The City of Portland is recruiting for a highly experienced professional to lead the Bureau of Environmental Services, the city’s wastewater utility. The Director of the Bureau of Environmental Services is an at-will position, currently reporting to the Commissioner in Charge, and is responsible for managing a highly capable workforce of over 600 union-represented and non-represented full-time equivalent employees. The bureau has an annual budget of about $650 million and five-year CIP budget of approximately $1 billion. The Director will be someone whose experience enables them to effectively manage the Office of the Director and the bureau leadership team.
The Office of the Director coordinates bureau activities, oversees the development of the bureau budget, develops, and maintains bureau policies, coordinates with other city bureaus and key community stakeholders, and represents the bureau on various inter-bureau committees.

Climate Change Adaptation & Resilience - Ability to lead efforts to meet citywide Climate Action Plan goals and integrate watershed health goals and objectives with wastewater and stormwater system operations and maintenance.
Equitable Service Delivery - Experience successfully developing and delivering culturally competent services to diverse communities and promoting opportunities to reduce disparities and advance equity.
Government Management - Proven skill and experience in successfully leading a large and complex organization in a public sector setting.
Infrastructure Asset Management - Demonstrated experience operating and maintaining infrastructure in an innovative and cost-effective manner.
Management of an Organization with 500+ employees - Experience managing a large technically skilled and motivated workforce, including union-represented and non-represented employees.
