The City Council, along with our leadership team are seeking a forward thinking City Manager who has proven experience and a dedication to honor the past, but advance the city forward with the leadership of council. 

Under a council-manager form of government, the City Manager acts as the chief executive and administrative officer of the City of Arvada and is responsible for ensuring implementation of the City Council’s priorities, and leading the city’s strategic planning, policy development, and overall operations in accordance with duties listed in Chapter VI of the Arvada City Charter.  Provides leadership and management for the City Manager’s Office and for the overall organization.

ESSENTIAL JOB FUNCTIONS

• In accordance with City Council directives, leads strategic planning and policy development for the City and is responsible for the development and implementation of the City Council strategic plan. 

• Oversees the administration of all City departments and provides direction on organization initiatives and operations.

• Researches, or directs research of City Council requests, communicates and presents information, and participates in discussions with the City Council and a variety of interests, including but not limited to: government and quasi-government representatives, city employees, residents and others as needed.

• Directs the City’s Leadership Team and assembles necessary resources to effectively identify, implement and monitor optimal solutions to a broad range of challenges in the delivery of local government services.

• Leads the City’s customer-focused, results-oriented, data-driven performance management framework.

• Directs the development, management and ongoing monitoring of the City’s budget in accordance with City Council directives.

• Negotiates and/or  approves contracts and solutions for a variety of special projects and budgets.    

• Collaborates with City Council, City Attorney and the city team to interpret and render decisions regarding the city’s position on new legislation which may impact the city; communicates the city’s position to appropriate individuals and committees for the state and federal government.

• Directs the development and implementation of new or revised city code and policies.

• Continuously evaluates effectiveness of the city’s organizational structure, workforce, service levels and administrative systems; provides leadership and guidance regarding the organization’s overall direction. 

• Promotes an organizational work environment where business practices, decisions, and work assignments are aligned with the City’s vision, mission, values and core competencies.

• Communicates effectively with city team members regarding City Council, management policies, budget issues, work plans, activities of departments, and other items of interest to the organization. 

• Participates in team meetings to assess organizational climate and employee attitudes and directs the development and implementation of solutions. 

• Motivates the City team to maximize their efforts and productivity; provides coaching, counseling or assistance to the team as needed. 

• Responds to resident and customer inquiries and resolves difficult and sensitive complaints; assigns departments to resolve complaints and concerns in a timely manner.

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:

The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job. 

Work is primarily performed in an office environment with moderate noise levels. Physical effort and activities include: operating a personal or City-owned motor vehicle to drive to and from meetings and business locations;  ability to talk, hear and listen, use of hands/fingers to handle, feel or manipulate objects constantly; frequent sitting; occasional standing, walking, and reaching with hands and arms; visual acuity to focus on details at a close distance, and make general observations; handling of objects weighing up to 10 pounds, and up to 25 pounds occasionally. 

Must be able to attend meetings and conferences in off-work site locations and during evenings and weekends as needed to represent the City.  Occasional in-state and out-of-state travel. 

MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):

Master’s Degree in Public Administration, Business Administration, or closely related field and ten (10) years of progressively responsible experience in municipal management with five (5) years in upper level municipal management and supervision of staff.  An equivalent combination of education and experience may be considered.  Must be able to be bonded and possess a valid Colorado Driver License.   Must be or become an Arvada city resident within 6 months of appointment to the position.
