Assistant Budget Director, City of Baltimore, Maryland

The Finance Department is seeking an Assistant Budget Director (ABD) with responsibility for monitoring the City government’s $3.8 billion operating budget. The Assistant Budget Director reports to the Budget Director within the Bureau of Budget & Management Research (BBMR). The overall mission of the Bureau is to serve as the fiscal steward for the City, and to promote the efficient use of resources in delivering outstanding public services for all residents.
The Assistant Budget Director position offers an excellent opportunity for an early to mid-career professional that is looking for increased responsibility in overseeing a large municipal budget. This position is focused on monitoring the budget after passage, and ensuring that spending remains within budget as required by City law. As such, the ABD will manage the City’s system of budget controls, develop spending projections at the end of each quarter, and lead the City’s year-end closeout process. The ABD will also coordinate the City’s management of COVID-related Federal aid programs including funds available through the CARES Act, FEMA, and ARPA.
This position requires excellent communication skills. There will be daily interaction with BBMR direct reports (3-5 analysts) and agency program and fiscal staff, as well as reporting requirements to key stakeholders such as the Mayor, Chief Administrative Officer, City Council members, and others.
Duties and Responsibilities
Develop subject-matter expertise on the large City agency budgets such as Police, Fire, Public Works, Transportation, and others.
Coordinate a system of budgetary controls to ensure that agencies stay within their appropriated budget.
Oversee a projection of both General Fund revenues and expenses at the end of each quarter, and report findings to senior City leadership.
Coordinate the City’s annual carry-forward process, which allows for some resources to be brought into the next fiscal year.
Lead the annual budget close-out process, ensuring that all required legislative and financial deadlines are met.
Leadership / Management
Oversee a team of 3-5 analysts with responsibility for training, coaching, workplan development, and career coaching.
Provide daily and weekly direction to the BBMR team on the budget oversight schedule and any other pertinent issues.
Provide direction to agency program and fiscal staff on budget-related matters.
