The City of Rocky Mount, NC seeks an innovative, visionary and transformational Human Resources (HR) Director. This will be someone who is passionate about HR, interested in ensuring excellence, and the use of best practices to carry out the HR functions for the City. This is an opportunity for organizational change within a department to include rebranding and marketing of a service to internal and external customers. To achieve this, the HR Director must be an excellent communicator, collaborator, and strategic thinker who expects and delivers outstanding customer service to City employees. The position is open due to retirement. The focus of the next HR Director is to transform the Department into a strategic operation. Goals will include streamlining, enhancing processes, such as recruitment and selection, performance management, and compensation and benefits which enables department directors to make more efficient and sound, evidence-based HR decisions. Ensuring accountability and consistency of policy decisions coming from HR is an important skill and expectation to be met. To achieve this, the HR Director must be an assertive and excellent communicator who expects and delivers an outstanding customer-service approach. HR application at every level must be designed around the customer’s needs while maximizing creativity and reducing legal liability. The Human Resources Director will be a member of the City Manager’s leadership team and report to an Assistant City Manager. The City of Rocky Mount employs nearly 1000 employees. With 11 employees and a budget of approximately $1.2M, theHuman Resources Department is responsible for developing and administering programs that includes employment, labor relations, benefits, compensation, staff training and development, health and wellness, as well as the development of any related policies.
A minimum of a bachelor’s degree in Human Resources, Public Administration, or related field, master's degree strongly preferred, and 10 years’ progressive experience in human resources, which must include 5 years as a director, assistant director of HR, or division manager of HR functions. A generalist background in HR is preferred as well as HR certification (PHR, SPHR, SHRM-CP/SCP, IPMA-CP/SCP) or eligibility and desire to sit for certification. Municipal government experience is highly desirable. The salary range is $108,253 to $135,317 annually and starting salary will be negotiated depending on qualifications.
