The City of Paterson is seeking a Chief Innovation Officer ("CIO") to lead the Innovation Team in its mission to define and respond to complex urban challenges, deploy resources to meet those challenges, and measure the impact of solutions implemented. Focusing initially on constituent services and public safety initiatives for areas of innovation, the CIO will also oversee a Chief Data Officer and the creation of a Data Hub. An understanding of municipal governance and knowledge of public sector innovation is a plus.
This is a 3-year grant funded opportunity with the potential for an extension. Individuals are "at-will" employees of Passaic County Community College; position is not civil service protected.
Municipal governments tend to focus most of their limited resources managing day-to-day operations and responsibilities, with little capacity or ability for developing systematic improvements and organizational changes. A collaboration between the City of Paterson and Passaic County Community College seeks to change that dynamic.
The City of Paterson is creating an Innovation Team that will deploy a range of strategies, including quantitative and qualitative research and design-based innovation, to bring greater clarity and new solutions to the city's most pressing problems. Innovation Team members will be employed by Passaic County Community College but will be based in Paterson City Hall, reporting on a day-to-day basis to the Mayor and Chief of Staff. The Innovation Team will also collaborate with the larger network of government innovation programs run by Bloomberg Philanthropies and the Bloomberg Harvard City Leadership Initiative.
Innovation Team members believe in the power of cities--and city government--to dramatically improve people's lives and generate bold, forward-thinking strategies. They are uniquely positioned to bring human-centered design into policy-making. The team's multi-disciplinary approach leverages skills and tools from human-centered design thinking, behavioral science, and analytics to help tackle hard-to-solve public challenges.
Examples of Duties:
Develop and implement new ideas that have an impact on residents' lives through detailed and robust strategic innovation plans.
Develop and manage a life-cycle process for test projects, to include design, deployment, testing, and performance evaluation.
Plan, organize, and establish agreement around intended outcomes through active engagement of diverse stakeholder groups;
Provide overall innovation leadership, both to the Innovation Team and City of Paterson as a whole, including by serving as a consultant and facilitator for City employees, local businesses, and organizations seeking to develop new solutions to civic challenges
In collaboration with the Chief Data Officer, develop and implement effective measurements of progress toward outcomes and reporting tools to present complex information in simple terms;
Leverage technology and work with City IT department to innovate new and existing services;
Prepare presentations and other deliverables to be used as communication tools;
Provide regular updates to the Mayor, Department Directors, City Council, and other key stakeholders.
Other related responsibilities as needed.

3+ years of experience managing complex projects and/or teams; 2+ years in innovative setting with experience in human-centered design.
Attentiveness to details, deadline-oriented, acute vision, and the ability to handle criticism in a constructive way.
Knowledge of best practices and available tools for insourcing, crowdsourcing and community-sourcing innovative solutions.
Skill in identifying and securing alternative funding sources for projects.
Ability to inspire creative thought and problem-solving that can transform our service to residents.
Broad knowledge in a general professional or technical field, normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Experience with quantitative data analysis and being able to visualize data effectively to tell stories that can create innovative change.
Master's Degree or extensive experience in relevant field preferred.
Proficiency in analytics tools preferred but not required.
In this role, you will use innovative thinking to change the culture of municipal government and improve the lives of residents of Paterson. You will manage the Innovation Team, oversee multiple ongoing innovation projects, and guide the Innovation Team towards development of innovative solutions to complex local issues utilizing a variety of resources.
You have experience and a passion for applying innovation and data to make organizations better. You are restless with the status quo. You have experience managing and empowering teams, as well as translating statistical insights into practical tools and recommendations. You have strong communication skills to present the results of rigorous analysis to a range of audiences. You have human-centered design experience as well as a track record of working on teams to solve big problems.
