The City of Port Arthur is seeking to fill its vacant City Manager position. Port Arthur, Texas is located 90 miles east of Houston on the Gulf Coast of Texas and is ranked twelfth largest port in the United States and the country’s second largest refining seaport. It is home to three major refineries: Chevron-Phillips, Valero, and Motiva Enterprises. Soaring bridges, spanning scenic waterways, lead to outdoor adventures filled with birding, fishing, and wildlife. Port Arthur has a population of approximately 54,000 residents with a diversified economy. The City Manager receives policy direction from the City Council and will oversee the operations of a Fiscal Year Operating Budget of $109M for major funds, $14M Capital Budget, and an array of federal grant funds.
Qualifying combination of experience and training include a Bachelor's degree in business or public administration, political science, or a related field. A Master’s degree in business or public administration, or related field is desired. Five years’ experience as a City Manager, or Assistant City Manager in a culturally diverse City, preferably with a population of 50,000, or greater. Additional consideration will be given to individuals with five (5) years or more experience in civil service law and collective bargaining, and industrial district contract negotiations.
