The City of Portland's Bureau of Environmental Services (BES) is seeking a Development Supervisor II to lead the bureau's Customer Service Team within the Development Review Section. This position works in the Systems Development Division of BES and is located in the Development Services Center, 1900 SW 4th Ave. Under general direction of the Development Manager, responsibilities and duties will focus on public assistance, technical plan review, and the issuance of public right-of-way sewer connection and repair permits. The Supervisor 2 supports the Development Review Section in evaluating the impacts of private development projects on public sewer infrastructure, applies regulatory measures that ensure compliance with BES construction standards and specifications, charges systems development fees, and implements quality assurance procedures. The Supervisor 2 will oversee technical staff and operate with a high degree of independence and decision-making authority.

The following minimum qualifications are required for this position:
Knowledge of principles and practices of public administration, program management, and development review.
Knowledge of principles and standards of employee supervision, including training, scheduling, and performance evaluation.
Knowledge of relevant statutes, regulations, policies, and procedures that pertain to the unit, along with the ability to interpret and apply them.
Ability to establish and maintain effective working relationships with management, staff, and others encountered in the workplace.
Ability to communicate effectively, both verbally and in writing; present information, reports, and recommendations clearly and persuasively.
Ability to supervise a multicultural workforce, promote an equitable workplace environment, and apply equitable program practices to diverse and complex municipal services.
