Hiring range: $91,077 - $152,000.00 The Solid Waste Services Director is responsible for the leadership and administration of all the functions of the Solid Waste Services Department, which include: residential solid waste collection; residential and multi-family recycling collection, residential yard waste collection, yard waste processing center operations; and maintenance and monitoring of the closed landfill. Directs the implementation of operations and programs of assigned department; provides strategic planning; coordinates, administers, and evaluates programs, projects, processes, systems, standards, and/or services; prioritizes and directs projects and initiatives in alignment with organizational strategy, mission and vision; ensures compliance with applicable regulations, standards, policies and procedures.
SUPERVISION RECEIVED: Work is performed under the general direction of the Assistant City Manager.
ESSENTIAL JOB FUNCTIONS: An employee in this classification is expected to:
Manages overall operations and projects through supervisors/managers to ensure quality and timely performance. Ensures compliance with all local, state and federal laws, regulations, mandates, and other applicable requirements.
Develops the organizational culture and vision for the department.
Prepare documents, make presentations and implement initiatives for both short and long-range plans, including the city-wide strategic plan; the comprehensive plan and the departmental business plan.
Coordinates solid waste activities with other City departments and outside agencies to develop and organize more efficient standards and procedures.
Develops for consideration of others and manages the operating budgets and the preparation of the capital improvement plan. Reviews and approves expenditures.
Participates as a critical department head in various board or committee meetings; serves on committees when appointed.
Works with various state, local, regional, and/or federal agencies regarding City projects and environmental compliance. Works effectively with other City departments on project impacting other departments.
Direct and supervise all department activities and employees; develops and assigns responsibility and authority as well as the scope of duties; ensures training and development of personnel including training necessitated by regulation such as; confined space regulation, drug and alcohol testing, and CDL requirements.
Hire, train, instruct and assign tasks to department employees.
Identifies opportunities to exercise positive environmental stewardship including promotion of recycling, implementation of energy and fuel efficiencies and other positive practices.
Perform other similar duties inherent of the position of Solid Waste Services Director.
SUPERVISION EXERCISED: Exercises direct and indirect supervision through subordinate supervisors of solid waste collection and disposal, yard waste center, and code enforcement activities. Carries out supervisory responsibilities in accordance with City policies and applicable laws. Responsibilities include interviewing, hiring and training employees by planning, assigning, and directing work; appraising performance, rewarding and disciplining employees, addressing complaints and resolving problems.
EDUCATION AND EXPERIENCE: Bachelor's Degree in public administration or field directly related to assignment and ten years of progressively responsible related experience that includes significant management and progressive supervisory experience in municipal solid waste services operations.
